The Public Assembly is a dialogue-based collaborative platform that unites Georgian citizens around the Assembly's memorandum and code of ethics. It connects various societal groups to exchange information effectively and strengthen mutually beneficial actions and processes, in order to create a strong and targeted mechanism for public influence over the political part of the country.

The ongoing political and social crisis has made it clear that a change in the political system is essential to overcoming it peacefully and in a timely manner. For this, an effective public union is needed, which will be inclusive, open, and focused on cooperation.
The Public Assembly is a bridge between all interest groups and political actors. It is distinguished by its inclusiveness and openness. Any interest group that signs the manifesto can join the Assembly. The Assembly is not in competition with any other interest group but can serve as a bridge to connect a broad public in solving pressing issues and problems.
The Assembly is a self-organized, volunteer-based union without a governing body. Its framework of action is defined by the memorandum, code of ethics, and statutes.
The principles of self-organization and voluntarism ensure its impartiality.
The goal of the Assembly is to return sovereignty to the citizens of Georgia and contribute to the establishment of Georgia as a democratic state. In order to achieve this goal, the Public Assembly has the following tasks:
Objective 1: Mobilizing society and creating a mechanism that will have an effective impact on socio-political processes.
Objective 2: Support fair elections and the release of people detained for political reasons during the protests.
Objective 3: Supporting EU integration and creating sustainable and institutional prerequisites for membership.
Objective 4: Developing a constitutional model that ensures a balance of power - avoiding the concentration of power in one point and guaranteeing the constitutional rights of citizens/civil groups.
The Public Assembly continues and strengthens the cause of public protest by coordinating and creating an effective mechanism for utilizing the intellectual resources of people protesting in the streets. The Public Assembly is presented as a way to unite the marches of different interest groups and give the protest an intellectual, qualitative dimension.
In addition, the Assembly will have mobile human resources. A mechanism for quickly connecting and informing protesters, ensuring that people are quickly mobilized when needed.
Assembly is a decentralized platform based on self-organization. It will not have any legal organizational form and will not have any governing bodies.
Assembly is not an organization, a movement or a political party, an alternative parliament or a shadow government. It is a bridge connecting groups in society.
The Initiative Group of the Assembly is the technical unit that manages the organization of the National Conference. For this purpose, representatives of the initiative group meet with civil society organizations.
The Initiative Group of the Public Assembly unites representatives of various professional spheres and interest groups who signed the Assembly manifesto, the main goal of which is to resolve the current political crisis in the country.
Any citizen of Georgia who wishes to contribute to overcoming the current crisis and establishing a democratic state can join the Assembly.
To join the Assembly, you need to sign a Public Assembly Memorandum, join an interest group or join a thematic working group.
The Public Assembly is formed according to the principle of representation. An interest group of 100 people has one vote (the vote can be divided between two people).

Once you agree to the terms and conditions, you will fill out the initiation form and start working on forming a group.
Assembly members will be happy to help you with ways and mechanisms for disseminating information. They will share their experience with you. They will offer you help based on their experience.
Association of representatives of public interest groups. Authorized for a period of 1 year.
Association of an equal number of representatives of municipal assemblies. Authorized for a period of 1 year.
Members of the Public Assembly Hall may form a committee to initiate an issue of importance and relevance to them in the Assembly. To initiate a topical issue, the commission must consist of at least 10% of the Assembly members with at least 5 votes.
Working groups are formed within the commissions to work on a topical issue. The working group should include at least one member of the Public Assembly, although it may also include experts, stakeholders, etc. invited from outside the Assembly.
10% of the Assembly members (at least 5 votes) will initiate a topical issue around which a commission will be formed. The commission will then divide into working groups that will work on different or the same aspects of the issue. During their work, the groups will be able to invite both local and international experts in the field. The results of the group's work will be brought back to the Assembly and recommended to the public accordingly.
The Assembly ensures inclusiveness through its openness. The only condition for joining the Assembly is to familiarize oneself with and sign the Manifesto of the Public Assembly.
In addition, the Public Assembly allows for continuous expansion - a process that is flexible, simple and open.
The Public Assembly will have a Dispute Board to ensure that disputes related to its activities are resolved. The Dispute Board consists of 12 members with a high reputation in the community.
It is important that the Public Assembly is active throughout Georgia. The initiative group is actively disseminating information throughout Georgia to ensure maximum involvement of municipalities and formation of a municipal hall.
The Assembly perceives political parties as political actors and a part of society in which a certain part of society has expressed confidence. Accordingly, parties are allocated up to 1/5 of the quota, as was the case in the 1917 National Conference model.
To be included in the quota, a party must participate in the 2024 elections and sign the Public Assembly Memorandum.
The Assembly is an association based on the principle of self-organization, the effectiveness of which is ensured by its flexible mechanism and the responsibility of each member.
It is possible to join an Assembly with different responsibilities and frequency of participation:
Interest group member - participates in the group's internal voting procedures;
Elected interest group representative to the Assembly - elected by 100 members based on the group's internal voting procedures;
Organization of interest group issues - works to maximize group involvement
Supporter - not a member of the interest group but supports the concept of the Assembly.
You can be in the Assembly with an advisory vote, which means that your participation as an individual in the Assembly is important, even though you do not represent an interest group.

The greatest guarantee of the Assembly's authority is its publicity and representativeness. The members of the Assembly are united in overcoming the current socio-political crisis with a view to establishing a democratic State.
The authority of the Public Assembly is determined by its self-organized, voluntary nature. Voluntary participation excludes bias and bribery.
In addition, the Assembly has a defined structure in the form of a manifesto and a code of ethics, the faithful implementation of which is ensured by the Dispute Board.
The Assembly's greatest resource is its members. The representativeness of the Assembly's membership and its intellectual resources are key to its effectiveness.
