Its primary objective is to restore democratic processes in the country, develop genuine mechanisms for public engagement, and establish a civic agenda based on broad social consensus, reflecting the nation’s urgent and long-term needs as well as the will of its citizens.
We aspire for Georgia to evolve into a strong and resilient democratic state, where the rights of every citizen are safeguarded, and all individuals have the opportunity for unrestricted personal development and participation in an inclusive society. Moreover, we envision Georgia as an active and significant contributor on the global stage and an integral member of the civilized world.
Our strategic goal is to guide Georgia out of its perpetual cycle of political crises through peaceful means, promote sustainable development within a constitutional framework and on the path to European integration, and establish a resilient democratic system that prevents any future usurpation of power while ensuring the sovereignty of Georgian people.
Outcome 1.1: Mechanisms for Civil Self-Mobilization and Dialogue
A multi-actor Public Assembly operates as a platform for rebuilding trust, fostering dialogue, and promoting collaboration among diverse societal groups.
With the Assembly’s support, sustainable mechanisms for public self-mobilization, solidarity, and peaceful civic engagement in political processes have been established. These mechanisms contribute to ensuring fair elections, supporting persecuted activists, and advocating for the release of politically motivated detainees. They also facilitate peaceful civic resistance and the formation of new public groups and communication platforms to enhance cooperation. Additionally, the Assembly develops mechanisms to counter disinformation and disseminate objective information.
Outcome 1.2: Electoral Model
A consensus-driven electoral model has been developed to address Georgia’s realities and ongoing challenges. This model defines the electoral ecosystem, encompassing all necessary processes, institutions, and actors that influence the fairness of elections.
The model fosters public confidence in the electoral process and establishes an institutional framework in which citizens can freely express their will, ensuring peaceful and just transitions of power.
Outcome 1.3: Roadmap for Political Transition
A peaceful transition roadmap, developed through dialogue among diverse socio-political forces, outlines concrete steps for overcoming the political crisis. This roadmap is to define the path to de-escalate tensions, reduce polarization, and restore public trust.
The ultimate goal of this process is to strengthen democratic institutions based on a solid and broad consensus and to create the preconditions for a stable environment, which will facilitate the peaceful transformation of the country, the restoration of the constitutional framework, and Georgia’s return to the European integration path.
Outcome 2.1: Enhanced International Support
Mechanisms for cooperation with international partners have been established to bolster global support for Georgia’s democratic transformation. These mechanisms ensure the active involvement of supporting nations, international organizations, and the global community in this process, reinforcing their positive role and influence - a critically significant factor for Georgia’s democratic progress.
Outcome 2.2: Development of Reform Agenda for the Euro-Atlantic Integration
Through dialogue among diverse socio-political forces, policy reform models and packages have been developed to create the institutional preconditions necessary for Georgia’s integration into the Euro-Atlantic structures. These reform models take into account the current political and economic realities, ensuring Georgia’s successful path towards European and Euro-Atlantic membership.
Outcome 3.1: Constitutional Model(s)
These model(s) ensure a balance of power, subsidiarity, and decentralization, aiming to develop Georgia’s constitutional framework in a manner that protects fundamental rights, diversity, and individual self-realization that ensures minimizing power concentration.
Such a model will contribute to Georgia’s internal stability and establish institutional mechanisms for peaceful coexistence following the reintegration of occupied territories and the local communities based on the multi-identity principle of each citizen.
By adhering to the principles of power distribution, decentralization, and subsidiarity, this process will foster strong local governance, an independent and free judiciary, and security and public service structures free from political influence. This approach will ultimately reinforce democratic institutions, civic participation, and societal resilience.
Outcome 3.2: Modern Public Administration (GovTech/DeGov)
A modern governance system, based on GovTech and DeGov principles, integrates contemporary approaches, decentralized technologies, data-driven solutions, and innovations into the public sector.
This system enhances governance transparency, citizen engagement, and efficiency, establishing powerful digital governance tools that facilitate public sector digital transformation, public-private partnership effectiveness, and improved decision-making quality. It also strengthens inclusivity, accountability, and citizen interaction with the government while minimizing corruption risks.
Outcome 3.3: Georgia’s Development Strategies and Policies
A multi-sectoral integrated strategy, formulated through the broad participation of various stakeholders, outlines Georgia’s sovereignty, security, and development policies across multiple sectors.
This strategy is based on a multi-actor and inter-sectoral approach, ensuring a well-structured and coordinated policy framework across different areas.
The goal of this approach is to promote inclusive and sustainable development, fostering democratic governance that is both accountable and effective.
